The implementation of the Common Agricultural Policy (CAP) requires ongoing monitoring and thorough evaluation. On behalf of the Federal Ministry of Agriculture, Forestry, Climate and Environmental Protection, Regions and Water Management, the HBLFA Raumberg-Gumpenstein is actively involved in several key areas – from analyzing past programs to supporting the current CAP Strategic Plan 2023–2027.
Evaluation already played a key role in the 2014–2020 Rural Development Programme (LE). Ex-ante evaluation provided scientific support for programme development, while ex-post evaluation assessed the results retrospectively. Expert input significantly contributed to the quality of these evaluations.
The current CAP Strategic Plan 2023–2027 also includes participation in the Monitoring Committee. This body brings together representatives from administration, agriculture, business, civil society, and academia. It regularly reviews the implementation of the Strategic Plan, assesses progress, and makes recommendations for adjustments.
Another key element is the 2023–2027 evaluation plan. This defines the structure, content, and organization of the evaluation and ensures that all measures are implemented on time and to a high standard. Active participation in the evaluation of these measures is also a key component.
Overall, scientifically sound analyses and evaluations make a significant contribution to the evidence-based development of a sustainable, efficient and future-oriented agricultural policy.
