The last structural survey of agricultural holdings in Austria was conducted in 1995. The comprehensive collection of farm data within the framework of this project provides information on the status quo of agricultural holdings in Austria. These results thus allow for a better assessment of where and in what form action is needed, particularly before the expiry of the stipulated transition periods.
The animal welfare measure was first included in the "Rural Development" program for the 2007-2013 funding period. In an international context, it represents an important addition to existing measures, appropriately addressing the "stable to table" approach. The proposed package of measures focuses exclusively on providing outdoor access and pasture for ruminants (cattle, sheep, and goats), an approach that has already proven successful in other European countries (e.g., the RAUS program in Switzerland). Experiences from the federal states that have been involved in the program from the outset will provide further insights through the evaluation of this measure. To describe the trend of its development, it is necessary to analyze existing data sources, such as land-use surveys, in more detail. A survey of farm managers will be conducted to evaluate the motivations for participating in or not participating in the animal welfare measure. Qualitative aspects regarding the design and adaptation of the measures will be given particular consideration in the survey.
